Epigenetic regulation
Every cell carries the same genes, yet a liver cell is not a neuron. The first layer of the answer is not in the sequence at all - it is in how tightly the DNA is wound. Epigenetics regulates access to genes by tagging histones and DNA, opening some regions and sealing others shut, all without changing a single base.
